
FEMA No-Rise Certifications
We provide no-rise certification services for projects within FEMA-designated floodways, demonstrating that proposed development will not increase base flood elevations. Our work includes modification of effective HEC-RAS models, evaluation of existing and proposed conditions, and preparation of signed and sealed certifications for permitting. What is a no-rise?
A no-rise is an engineering analysis based on the effective FEMA model (where applicable) that evaluates if a proposed project located within the regulatory floodway will create a rise in the 100-year water-surface-elevation (also called the base flood elevation, BFE). The root cause is tied to CFR 60.3(d)(3), and FEMA is black-and-white that the proposed project cannot cause any rise, out to the hundredths place (0.00 ft).

Are there guarantees?
There are no guarantees that your project will meet the no-rise requirement as defined by FEMA and the CFR. In fact, unless there is some offsetting factor (clearing of trees, cutting of fill material, etc), then a rise is likely. This is really a hydraulic analysis to determine IF there is a rise.

So what should I do??
First and foremost, any development in a floodway is going to prone to extreme flooding. This is a high-hazard flood area. Best practice is to find a new site. However, if that's not feasible, then adding activities that increase flood carrying capacity is highly recommended. Also, a consideration for "less impactful" development is important. For example, piling to a pier and boathouse are not a massive amount of flow blockage, whereas adding walls to the boathouse can block a lot of floodwaters.
